The tradition began in 1914 when Lieutenant Commander Max Horton of HMS E9 flew the Jolly Roger upon returning from a successful mission against the German warship SMS Hela. This audacious act was a direct response to Admiral Sir Arthur Wilson's dismissive remarks likening submariners to pirates. Horton's defiance established a proud tradition where submarine crews raise the flag to commemorate their victories.
